Most services will order a second season of an expensive show because it helps balance out the budget. Basically, they spend a fortune getting a show up and running so the second season cost much less, so that offsets the cost a bit.
That said, I think The Witcher has a few seasons left in it. Despite Netflix’s questionable numbers, just based on social media activity, a lot of people enjoyed it.

If they ordered a second season of an expensive show, they must think that it will be worth the investment. If they order a third season, then that will be really telling as second order benefits (such as buzz for Netflix as a platform) will probably have dropped off, so the decision will likely be driven even more by actual eyes on.
